I’m sorry, there is exactly zero chance of this happening.
‘Printers’ and ‘reps’ have absolutely no knowledge of where winning tickets will be sent, at least not in any state of the US. Anything else would be madness.
IMO, something doesn’t “smell” right! How does he know the ticket was a winner? Or did he find out the store sold a winning ticket and wants immediate payment before the actual winner comes forward. Something is just strange about this as I didn’t see in the article where it stated the ticket was an actual winner, just that the employee was going to check to see if it was.
Also, if the machine gave out a torn in half ticket, wouldn’t that be voided anyway? It’s not like the employee took a perfectly good, winning ticket and personally ripped it in half! Sounds like the guy is just looking for a free payout!
That at the time and place aforesaid, plaintiff CARLOS FIGUEROA, purchased a
“Merry Millionaire” instant scratch off lottery ticket while at said CVS PHARMACY.
That as a result of a malfunction in the Illinois Lottery Vending machine located at said CVS PHARMACY, the ticket came in two halves. That said lottery ticket was an instant winner of $1 ,000,000.00. See Exhibit “A”.
That defendant KELLY then coerced plaintiff to provide him with half of the ticket to confirm that plaintiff was a winner. Approximately 20 minutes later, defendant KELLY returned a different half of the
lottery ticket to the plaintiff. See Exhibit ‘B”. That the half of the ticket returned to plaintiff by KELLY was not the instant winner ticket that plaintiff was coerced into giving to KELLY.
That plaintiff FIGUEROA is the rightful owner of the ticket and the proceeds
therefrom. That plaintiff FIGUEROA has made repeated demands to the defendants for the
return of the ticket. That the ticket has, or will soon be, presented to the Illinois Lottery Board in the name
of defendant KELLY, and the payout can be expected anytime.

Man wins $10 million lottery prize from scratch-off ticket bought at California CVS
BURBANK, Calif. (KTLA) – A man became an instant multimillionaire after a scratch-off ticket purchased at a Southern California CVS store won a $10 million prize, lottery officials announced Wednesday.
Karpis Kasabian bought the $30 Ultimate Millions Scratchers at the CVS Pharmacy located at 1015 North San Fernando Blvd. in Burbank, according to a California Lottery news release.
The ticket proved to be worth the game’s maximum prize of $10 million.
The CVS location will get a $50,000 retailer bonus.
But Kasabian wasn’t the only lucky lottery player in L.A. County to win a million-dollar prize recently.
Joel Choe, a 33-year-old maintenance worker, also won $1 million from a scratch-off game, according to lottery officials.
The winning $10 Season’s Greetings Scratchers was purchased at Victoria Plaza Liquor, which is located at 4226 West Pico Blvd. in the Mid-City area of Los Angeles.
Choe has previously won smaller amounts of money playing the lottery, but nothing close to this.
“It just means better days,” he said in the release. “I want to hang back for a little bit and take some time before deciding what to do next.”
Victoria Plaza Liquor will receive a $5,000 retailer bonus.
Kasabian and Choe declined further comment and no additional information would be released, lottery officials said.
